Gambling Regulatory Deadlines to Watch in November

What are the regulatory deadlines to watch in November?
Missouri

On the November 5, 2024 ballot, citizens in Missouri will vote on whether to amend the state constitution to allow the Missouri Gaming Commission to regulate licensed sports wagering, including online sports wagering, and other gambling activities. Missourians will also vote whether to restrict sports betting to individuals physically located in the state and over the age of 21 as well as whether to allow license fees and wagering tax on revenues prescribed by the Commission to be appropriated for education. If approved, the language in the amendment sets key provisions for online and land-based sports betting such as more than 20 market-access points, a 10 percent tax rate on adjusted gross revenue, and a five-year license, which would cost $250,000 for land-based operators and $500,000 for online operators. If the measure is enacted, wagering would start no later than December 2025, with no category of license being granted an earlier start date than another.

Rhode Island

On October 2, 2024, the Rhode Island Lottery opened a bid to obtain proposals from independent vendors to produce a sports wagering study assessing how to maximize Rhode Island's revenue by determining the optimal number of online sports wagering service providers in the state. In addition to an assessment of the optimal number of online sports wagering providers, the Lottery seeks an independent vendor to forecast how much additional revenue would be garnered from having such recommended optimal number of providers.Responses to the request for proposals (RFP) from consultants seeking to conduct the study are due by November 7, 2024, with an anticipated award date of no later than November 25.

New York

On October 1, 2024, New York Governor Kathy Hochul signed legislation S1550/A1118, which requires all advertisements for gambling and sports betting to include warnings about potential harmful and addictive effects of gambling. S1550/A1118 builds off previous law to clarify that mobile sports wagering advertisements are subject to the same conditions that apply to other gaming-related advertisements. The companion bills also require the New York State Gaming Commission to cooperate with the commissioner of Addiction Services and Support in order to ensure that all advertisements for gaming activity clearly and conspicuously post a problem gambling hotline number. The bills take effect November 30, 2024.

United Kingdom

On May 1, 2024, the UK Gambling Commission published a to its July 2023 consultation on proposed changes to the Licence Conditions and Codes of Practice (LCCP) and the Remote Technical Standards (RTS). As part of the Commissions response there will be amendments to the personal management licence requirements. The commission will to the CEO, managing director or equivalent, under Condition 1.2.1 (2)(a), the person responsible for chairing the board of an organisation under Condition 1.2.1(2)(b) and the head for the licensees anti-money laundering and counter-terrorist financing function. This will be effective from November 29, 2024.

Poland

On October 14, 2024, the Ministry of Finance published secondary legislation that amends the Order of the Minister of Finance from January 31, 2022, which established the organisation of the Ministry of Finance and the tasks of each departmental unit. The creates the Department of Gaming Market Regulation and Gaming Tax within the Ministry of Finance. This new department, which will take over part of the tasks that were previously attached to the Department of the Excise Tax and Gaming Tax, will have competence in matters regulated under the Gambling Act and will be responsible for monitoring the gambling market and implementing legislation for the sector.The provisions regulating the organisation and tasks of this new department will enter into force on November 1, 2024.
